According to NJ State Police, the passenger on board, Kenneth Halvorsen Jr., 53, of Toms River, was transferred to a nearby hospital where he was subsequently declared deceased.

Troopers from the State Police responded to a complaint of a watercraft circling Raritan Bay near Sayreville at 1:53 p.m. on Monday.

Halvorsen was the only one on board when the small motorboat ran aground, according to State Police, who arrived in their boat.
