Hit-and-Run in Ocean County: 22 Year-Old Woman Charged

According to the Ocean County Prosecutors Office, in connection with an event that happened in Toms River on July 19, 2025, Cagla Nemutlu, 22, of Lacey Township, was charged on July 20, 2025, with Knowingly Leaving the Scene of a Motor Vehicle Crash Resulting in Serious Bodily Injury.

At around 11:25 p.m. on July 19, 2025, officers from the Toms River Township Police Department arrived in the Winteringham Village neighborhood in response to a complaint of a pedestrian involved in a hit-and-run motor vehicle collision.

A 60-year-old man who had received severe injuries in the collision was discovered by responding officers. After receiving treatment for his injuries at Jersey Shore University Medical Center in Neptune, the victim's status is rated as serious but stable.
An investigation by the Ocean County Prosecutor’s Office Major Crime Unit-Vehicular Homicide Squad, Toms River Township Police Department Detective Bureau, and Ocean County Sheriff’s Office Crime Scene Investigation Unit, revealed that as Nemutlu was exiting a parking space within Winteringham Village, she struck two males and fled the scene at a high rate of speed without stopping or attempting to render aid to the victims.

The second male victim suffered minor injuries and was treated at the scene.

Officers located Nemutlu within the Winteringham Village complex, and she was taken into custody without incident.

She was transported to the Ocean County Jail where she is presently lodged pending a detention hearing.
