According to Ocean County Prosecutor Bradley D. Billhimer announced that on September 27, 2022, Christopher Budelman, 35, of Brick Township, was charged with Possession of Child Pornography.
The Internet Crimes Against Children Task Force of the New Jersey State Police referred this case for investigation. The Kik Messenger App was being used by a person to upload child pornographic photographs to the internet, according to the ICAC Task Force.
A Kik Messenger user with a Verizon Wireless account was found to be the one uploading the child pornographic photographs after an investigation by the Ocean County Prosecutor's Office High Tech Crime Unit; this person was subsequently identified as Budelman.
On September 27, 2022, detectives from the Brick Township Police Department, the United States Department of Homeland Security, the Ocean County Prosecutor's Office High Tech Crime Unit, and the New Jersey State Police K-9 Unit carried out a search warrant that had been approved by the court at Budelman's Brick Township home.
Detectives were able to seize a desktop computer having child pornographic photographs on the hard drive as a result. Detectives later discovered that Budelman was abroad; as a result, he was arrested on a warrant, charged, and added to the National Crime Information Center database.
Budelman was apprehended on October 4, 2022, at John F. Kennedy International Airport in New York City by officers from the US Department of Homeland Security-Investigations Unit. Following his extradition to Ocean County, Budelman will be detained there while waiting for a detention hearing.
In connection with this investigation that resulted in Budelman's arrest, prosecutor Billhimer thanks the Ocean County Prosecutor's Office High Tech Crime Unit, United States Department of Homeland Security-Investigations Unit, New Jersey State Police K-9 Unit, Brick Township Police Department, and New Jersey State Police Internet Crimes Against Children Task Force for their cooperative assistance.
