32 Dogs Rescued, 3 Arrested in Shocking Sussex County Animal Cruelty Case

Animal Cruelty Investigation Leads to Multiple Arrests in Sussex County

Animal Cruelty Ring Uncovered in Sussex County — Three Phillipsburg Residents Arrested

West Trenton, N.J. — A disturbing animal cruelty investigation spanning three Sussex County townships has resulted in the arrests of three individuals from Phillipsburg, according to the New Jersey State Police and the Sussex County Prosecutor’s Office.

Authorities say the case began on March 16, when troopers from Troop “B” Sussex Station received multiple reports of abandoned dogs in Stillwater Township, Lafayette Township, and Wantage Township. When troopers arrived, they discovered dozens of small dogs left in open crates, many without food or water.

Responders from several animal control agencies, the Sussex County Sheriff’s Office, and members of the public worked together to rescue 32 dogs from the scenes. Tragically, two deceased dogs were also found during the search.

The surviving dogs are now receiving care from local veterinary hospitals and animal control agencies. Officials say the animals will remain under medical supervision until they are cleared for adoption.

Three Suspects Identified and Charged

Following an investigation, authorities identified three suspects connected to the abandonment:

Arrested & Charged

  • Joshua Ciemniecki, 19, of Phillipsburg
  • Kaila McNeill, 30, of Phillipsburg

Both were charged with:

  • Two counts of third-degree animal cruelty
  • Three counts of fourth-degree animal cruelty

They were lodged in the Morris County Jail pending a detention hearing.

Also Charged

  • Robert Ciemniecki, 74, of Phillipsburg

He was charged with:

  • One count of animal cruelty

He was released pending a future court date.

Authorities have not yet released additional details regarding motive or how the dogs ended up across multiple locations.

Community Response & Next Steps

Local animal welfare groups say they have been overwhelmed with support from residents offering donations, supplies, and adoption inquiries. Officials emphasize that the dogs must complete medical evaluations before any adoption process begins.

The investigation remains active, and additional charges are possible as authorities continue reviewing evidence.
