According to Fox 29,Chuck's greatest opponent hails from Pennsylvania and is regarded as a prodigy despite having an accuracy record of only about 39%.

Phil will deliver his prediction at Gobbler's Knob in Punxsutawney, Pennsylvania, by 7:20 a.m. The "full-tilt celebration" is planned to begin at 6 a.m. on PCNTV. At 6 a.m., a livestreamwill be available.
“Will it be six more weeks of winter or an early spring?” the website reads. “There is only one groundhog who holds the answer – Punxsutawney Phil!”
The Staten Island Zoo will broadcast the celebration on Facebook starting at 7:20 a.m. in New York, when Chuck will come with a "very special honorary guest," according to organizers. Due of ongoing pandemic fears, spectators will not be permitted.
