Ocean County Prosecutor's Office announced that a 42-year-old man from the Bronx has been charged in connection with a suspected arson incident in South Toms River earlier this month.

Authorities said Tashaun Normand faces two counts of aggravated arson and two counts of possession of destructive devices stemming from a March 23, 2026 incident.

At approximately 3:15 p.m. that day, police and fire crews responded to a Belmont Drive residence after receiving reports of a vehicle fire. Responding officers found flames inside a 2010 GMC Terrain, along with a separate fire burning in a nearby grassy area. Both fires were later brought under control.

During the response, officials recovered a broken glass bottle and another bottle containing an unknown liquid with a rag inserted—items consistent with Molotov cocktails.

A joint investigation involving the Ocean County Prosecutor’s Office Major Crime Unit-Arson Squad, South Toms River Police Department, Ocean County Fire Marshal’s Office, and the Ocean County Sheriff’s Office determined that the fire originated at the vehicle’s front windshield and was intentionally set using an open flame and combustible materials.

Investigators ultimately identified Normand as the individual responsible for constructing and throwing the incendiary devices at the vehicle and toward the residence.

Normand was taken into custody on March 30, 2026, in Monroe County by the Tennessee Highway Patrol without incident. He is currently being held at the Monroe County Jail pending extradition to New Jersey.

Prosecutor Billhimer credited the coordinated efforts of all agencies involved in the investigation.

Authorities emphasized that the charges are accusations, and Normand is presumed innocent unless and until proven guilty in a court of law.
