Three Accused of Distributing Narcotics in Ocean County

According to the Ocean County Prosecutors Office, Detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force collaborated with Detectives from the Lacey Township Police Department conducted a two month-long investigation into the distribution of illegal narcotics in Ocean County.

This cooperative, multi-agency investigation identified Eric Bowman, 34, of West Deptford, and Shantal White, 28, of Brick Township, as utilizing a residence in Lacey Township, owned and occupied by Michael Kinsky, 46, to store and distribute illegal narcotics.

In early January 2024, Detectives from the Ocean County Prosecutor’s Office Narcotics Strike Force and Lacey Township Police Department established stationary and mobile surveillance on the subject residence. On January 25, 2024, the Ocean County Regional SWAT Team executed a court-authorized search warrant on the residence.

As a result, Detectives seized approximately seven grams of crack cocaine, ten wax folds of heroin, and 35 grams of liquid Phencyclidine (PCP). Kinsky – who was present at the time of the search warrant execution - was taken into custody at the residence without incident. Kinsky was charged with Possession of Heroin, Possession of Cocaine, and Possession of Drug Paraphernalia. Kinsky was transported to the Ocean County Jail, processed, and served with the charges via summons pending an upcoming first appearance in Ocean County Superior Court.

Continuing surveillance on the subject residence by the aforementioned law enforcement agencies revealed that Kinsky, Bowman, and White were continuing to utilize the residence to store and distribute narcotics. On March 6, 2024, the Ocean County Regional SWAT Team executed a second court-authorized search warrant on the residence. As a result, Detectives seized approximately 12 grams of crack cocaine and 43 wax folds of heroin. Kinsky and Bowman were taken into custody at the residence without incident.

Kinsky was charged with Possession of Over Ten Grams of PCP with Intent to Distribute, Possession of PCP, Possession of Heroin, Possession of Crack Cocaine, and Possession of Drug Paraphernalia. Kinsky was transported to the Ocean County Jail, and subsequently released as a consequence of New Jersey Bail Reform.

Bowman was likewise charged with Possession of Over Ten Grams of PCP with Intent to Distribute, Possession of PCP, Possession of Heroin, Possession of Crack Cocaine, and Possession of Drug Paraphernalia. Bowman was transported to the Ocean County Jail, where he will remain detained pending his trial.

Prosecutor Billhimer commends the Ocean County Prosecutor’s Office Narcotics Strike Force, Ocean County Prosecutor’s Office Asset Forfeiture Unit, Lacey Township Police Department, Lacey Township Police Department Detective Bureau, Ocean County Regional SWAT Team, and Ocean County Sheriff’s Office, for their combined and collective assistance in connection with this investigation.
