Man Charged with Hit-and-Run Death in Ocean County Tragedy
Authorities said that a Monroe Township man has been charged with a hit-and-run incident that killed a pedestrian in Little Egg Harbor Township last year.
On May 28, a grand jury indicted Artice Norvell, 54, on charges of vehicular murder and willfully leaving the scene of a motor vehicle crash that resulted in death, according to
Ocean County Prosecutor Bradley D. Billhimer. The charges are related to Domenico Russano, 68, who died in a collision in Little Egg Harbor Township on November 5, 2025.
Investigators claim that the Little Egg Harbor Township Police Department responded to a report of an injured pedestrian at the junction of Center Street and Oak Street at approximately 4 a.m. Russano was laying in the road with serious injuries when police came.
After being taken to AtlantiCare Regional Medical Center in Atlantic City, Russano passed away from his wounds.
According to an investigation by the Ocean County Sheriff's Office Crime Scene Investigation Unit and Little Egg Harbor police, Russano was struck by a white Ford F-650 box truck when he was strolling on a sidewalk. After then, the car left the area.
Norvell was later recognized by investigators as the truck's driver at the time of the crash.
On March 6, 2026, Norvell was first charged with vehicular homicide and willfully fleeing the scene of a fatal car accident. Three days later, he turned himself in to the police and was taken to the Ocean County Jail before being released in accordance with New Jersey's bail reform regulations.
Billhimer commended the Little Egg Harbor Township Police Department and the Ocean County Sheriff's Office Crime Scene Investigation Unit for their work on the investigation and gave thanks to Senior Assistant Prosecutor Stephen Burke for presenting the case before the grand jury.
The legal system will now handle the case.
