Toms River Man Faces Charges of Distributing and Possessing Child Sexual Abuse Material
TOMS RIVER, N.J. — According to the Ocean County Prosecutor Office announced that Cory Baxter, 32, of Toms River, has been charged with distribution of child sexual abuse material and possession of child sexual abuse material following an investigation led by multiple law enforcement agencies.
According to prosecutors, the investigation began after the New Jersey State Police Internet Crimes Against Children (ICAC) Task Force received a cyber tip from the National Center for Missing & Exploited Children (NCMEC) indicating that an individual was allegedly using the internet to send and receive child sexual abuse material.
Investigators with the Ocean County Prosecutor's Office High Tech Crime Squad traced the online activity to an IP address linked to a residence in Toms River. Authorities allege the material was being accessed through the Kik messaging application. Detectives later identified Baxter as the suspect.
On July 21, 2026, detectives from the Ocean County Prosecutor's Office High Tech Crime Squad, working alongside the Toms River Township Police Department, executed a court-authorized search warrant at Baxter's residence.
Officials said an initial forensic review of electronic devices recovered during the search found that the email address associated with the Kik account was located on Baxter's cellphone. A comprehensive forensic examination of the seized devices remains ongoing.
Baxter was taken into custody without incident and transported to the Ocean County Jail, where he is being held pending a detention hearing.
Prosecutor Billhimer praised the Ocean County Prosecutor's Office High Tech Crime Squad, the Toms River Township Police Department, the New Jersey State Police ICAC Task Force, and the National Center for Missing & Exploited Children for their cooperation throughout the investigation.
The charges against Baxter are accusations only. He is presumed innocent unless and until proven guilty in a court of law.
